West Islay Tidal Energy Project Secures Scottish Government Consent

The Scottish Government has granted consent for the 30MW West Islay Tidal Energy Park off the coast of the Scottish island of Islay in Argyll and Bute. The site which has been under development since 2009 by DP Energy and its partners Bluepower NV (a partnership between DEME Blue Energy and utility investor, Nuhma). The project reached this important milestone following extensive consultation with key stakeholders and by addressing the challenges brought about by the broad consenting approach. The design envelope is based on a technology neutral methodology enabling a wide range of turbine options to be included; fully submerged solutions, such as the Andritz Hydro Hammesfest and Atlantis turbines recently deployed at Meygen, as well as surface piercing solutions, and moored floating solutions such as the SR2000 device of ScotRenewables which recently reached peak power of 2MW at EMEC.

This involved detailed discussion and agreement with the key stakeholders, most importantly with the local fishing interests (through the local fishing groups assisted by Scottish Fisherman’s Federation (SFF) and with the Ministry of Defence (MOD) because of the importance of the North Channel approach to the North Atlantic and naval activity in the area. Gaining consent was only possible with the cooperation of these parties and we remain committed to working with them and the wider community going forward”.

Pioneers of Irish Wind Industry honoured by Irish Wind Energy Association

DP Energy Founder and Executive Director Maureen De Pietro and three female colleagues were at the IWEA Annual Conference in Dublin this week honoured for their contribution to the Irish Wind Industry since the first wind farm was built in Ireland at Bellacorrick 25 years ago

The Irish Wind Energy Association was established in 1993 to lobby the government and the ESB on the need for renewable generation as part of the energy mix in the country. The wind industry in Ireland has gone on to become one of the great success stories of the last two decades, with over 3,000MW of installed capacity on the system. On the 24th of December 2016 over 2,800 megawatts of electricity was generated by wind across the island, providing 68% of Ireland’s energy needs at that time.

Maureen De Pietro having become aware of the need for action to combat threatened climate change and environmental degradation gave up her law firm partnership in 1992 to become a sole practitioner and to devote her time to the promotion of the production of energy from renewable resources. Initially she concentrated on wind energy projects the first of which to be commissioned was Bessy Bell Wind Farm in Northern Ireland in 1994. Maureen continues to be active in construction and operation of renewable energy projects and including solar and new technologies such as tidal energy, floating wind and energy storage to maximise the deployment of renewable energy.

The first of the DP Energy Companies was incorporated in 1996 and a number of wind farms were developed, financed, constructed and operated in Ireland by DP Energy Ireland Ltd until the operating projects and pipeline were sold to ESB in 2008. The DP Group is still a family business encompassing a number of renewable energy Companies in Ireland, UK, Australia and Canada. The aim of all of these companies is to promote sustainable development using renewable energy resources without harming the environment or any species within it.

FAIR HEAD TIDAL GOES AHEAD WITH PLANNING SUBMISSION

Planning application lodged for 100MW marine tidal scheme capable of powering 70,000 homes.

The renewable energy firm behind proposals to install a 100MW tidal generation scheme off the County Antrim coastline has lodged a planning application for permission to install tidal turbines on the seabed and associated infrastructure to bring the power ashore.

The Environmental Statement supporting the application contains details on the different types of tidal turbine technologies being considered for the site together with findings from the surveys undertaken and environmental impact assessments. The application follows an extensive period of consultation including two rounds of public information days.

Clodagh McGrath, Project Manager of Fair Head Tidal, says the local population reacted positively to the open days and we look forward to receiving further feedback now our application has been lodged.

“We initially engaged with the local communities of Ballycastle, Rathlin and the broader north coast in May 2014 outlining our development approach and plans for an extensive programme of site surveys. We returned in August last year to share further details including the findings from the surveys. Consultation with local communities is a valued part of our development process and will continue going forward.” says Ms McGrath.

The project is the second of two tidal schemes off the North Antrim coast to have secured agreement from The Crown Estate for the development of large scale tidal energy projects offering a clean and predictable power source.

It is intended that the Fair Head Tidal project would be developed in two stages, says Ms McGrath.

“The first stage would be to install an array of perhaps four to six turbines,” she says. “The second stage would be more substantial, completing the scheme’s 100MW output, which we calculate would supply enough energy to power some 70,000 homes.”

The project brings opportunities for local employment and skills training , and the planning application includes a specific section covering the potential socio-economic benefits which could arise if the scheme is built. Nationally, at a Northern Ireland level, it is estimated that some 340 temporary jobswould be created during construction of the full 100MW development, followed by some 75 permanent jobs during the operational phase, lasting up to 25 years.

DP Energy is developing similar schemes off the east coast of Canada, and off Orkney and Islay, Scotland.

2017 brings a new look to the Board of global renewable energy developer DP Energy with the appointment of three experienced advisors who bring a wealth of sectoral energy and financial experience to the expanding company, and an experienced Chief Legal Officer to strengthen DP’s in-house legal resource.

James Nyhan

has extensive commercial experience in international energy project development gained with Shell, Edison Mission, Arup and as an independent consultant in rapidly changing energy markets in Europe, Australia, North America, South East Asia and the Middle East. He holds a civil engineering degree from University College Cork and an MBA from IMD, Switzerland.

Michael Walsh FCA

is Chief Executive Officer of Woodford Capital Limited, a single Family Office, which has interests in renewable energy, hotels, real estate and other investments.

He was a Director and CFO of NTR plc from 2003 until 2010.  Prior to joining NTR, Michael was Group Finance Director and Company Secretary of Musgrave Group plc for ten years. He also worked with PricewaterhouseCoopers in both Dublin and London.  Michael is a founding Director of the Family Business Network (Ireland) Ltd, a Director of Altas Investments plc, is Chairman of the Board of St. Patrick’s Hospital Foundation, and is a former Director of the Institute of Directors in Ireland. He has a Bachelor of Commerce degree from The National University of Ireland, Cork and is a Fellow of Chartered Accountants Ireland.

Stephen Williams

is a company director and former CEO of RBS (the global wholesale and investment bank) in Australia.  As well as holding leadership positions within the financial services sector for over 18 years, Stephen has also worked in the electricity supply industry acquiring and developing power generation assets in Australia and Asia. He has a fundamental grasp of the global financial services, infrastructure and energy supply sectors. He is particularly experienced as a structured and project financier, both as an adviser / arranger / lender and as a developer / borrower.

Marie joins from Nordex Acciona Windpower where she was Regional Head of Legal North Europe and North America.   She is not new to development or DP Energy, as she was Head of Legal at Irish developer SWS Natural Resources between 2003 and 2010, where she first met Maureen De Pietro and Simon.

She has extensive experience in all phases of project development, from the perspective of both developer and OEM, including investment and project finance and drafting and negotiating all project related agreements in various jurisdictions.  Her time with Nordex Acciona Windpower has given her valuable insight into the design and engineering process, and various industry driven cost of energy initiatives.  She originally trained and qualified as a Solicitor in the City, London before moving to Cork with her family in 2003.  She is also qualified as an Irish Solicitor.

The ~375MW project received Development Approval from the South Australian Government in early August. When fully commissioned, it will generate approximately 1,000 gigawatt hours (GWh) of clean renewable energy directly into the national electricity grid per year, enough to power about 200,000 homes and save 470,000 tonnes of carbon dioxide emissions each year. Located near the former Northern Power Station, the project will create much-needed employment in the energy sector for the Port Augusta region.

The project CAPEX is estimated to be approximately ~AUS$700 million, and will create 250 jobs over construction – peaking at some 600 over the height of that phase of the development; and 15-20 ongoing jobs. The build will involve using local South Australian businesses wherever possible, an approach that DP Energy adopts across all the jurisdictions within which it operates. DP Energy looks forward to working with the local community to find innovative ways in which to maximise the local benefits both through employment generation and by facilitating local supply chain opportunities.

The project’s added significance turns on its unique generation profile: the wind resource (installed capacity ~200MW) is primarily driven by the temperature difference between the land and sea rather than by weather systems, and hence exhibits a regular early evening peak which is well aligned with the daily peak demand for electricity.

This effect is also strongest in the summer when temperature differences are at their greatest, meaning that annual energy generation also peaks when it is most needed. When this evening wind generation temperature effect is coupled with large-scale solar generation (~175MWac – which has a midday peak) a good match to overall demand can be achieved thereby supporting the electricity network and placing downward pressure on wholesale prices.

BUSINESS DEVELOPMENT MANAGER APPOINTED TO DP ENERGY AUSTRALIA

Global renewable energy developer DP Energy has appointed Catherine Way Business Development Manager, DP Energy Australia.

Catherine has played a formative role in the development of the renewable energy industry in South Australia within industry, government and the not for profit sectors. She worked within the mining sector for resource giant BHP Billiton in a project development role with responsibility for energy and greenhouse gas management for the Olympic Dam Expansion project.

Prior to joining DP Energy in September 2016, she championed the renewable energy industry on behalf of the South Australian Government through RenewablesSA. Her work with industry, policy development and legislative reform has supported an uptake of nearly 50 per cent of electricity from renewable sources in the state.

With Masters degrees in both Environmental Management and Business Administration, and qualifications in leadership, Catherine works for outcomes that reflect a strong balance between the economic imperative and environmental and social sustainability.

POSITIVE REACTION BY BALLYCASTLE AND RATHLIN COMMUNITIES TO PROPOSED FAIR HEAD TIDAL ENERGY SCHEME

Public consultations to inform local communities in Ballycastle and on Rathlin Island about a proposed 100MW tidal energy scheme off the North Antrim coast attracted more than 100 visitors over the two days according to the organisers.

Representatives from Fair Head Tidal say they were delighted by the turn out. The renewable energy scheme proposed by development companies DP Energy and Bluepower NV would provide enough electricity for more than 70,000 homes.

Fair ”Head Tidal project manager Clodagh McGrath says she and her team noticed that most people visiting the consultation exhibition in the Marine Hotel in Ballycastle, and the Richard Branson Centre on Rathlin, were well informed.

“We were very pleased that so many people engaged enthusiastically and were positive about our proposals,” says Ms McGrath. “We understand that there will always be sensitivities surrounding any new developments. We were here to explain the extensive survey work we have been doing, display images to show how the project might look, and how we will seek to minimise any impacts on the local environment and the communities that live and work there.”

“Engagement with local communities is a very important part of our development activities, and we welcomed the level of feedback we received over the two days, which will help in finalising our plans”, she says.

Fair Head Tidal intends to submit a planning application for the offshore component of the project, covering a development area of some 3.3 square kilometres and about one kilometre north east of Fair Head, later this summer. Before the end of the year, the Fair Head Tidal team will be back in Ballycastle to share details on the second component of the project. This will cover the proposed onshore works in the vicinity of Murlough Bay in order to connect the tidal project into the Northern Ireland electricity network.

“We are very respectful of the views of local communities,” says Ms McGrath, “and we look forward to returning to the area in the coming months to share our proposals for the onshore works and again very much welcome feedback.

FAIR HEAD TIDAL TO REVEAL LATEST PLANS TO BALLYCASTLE AND RATHLIN COMMUNITIES

The renewable energy firm behind proposals to install a tidal generation scheme off Fair Head is to host two open days to gather opinions and share information with local communities.

Cork-based DP Energy which has developed renewable energy projects for over 20 years will set up an exhibition in Ballycastle on 23rd August and on Rathlin island on 24th August, 2016.  The exhibitions will also be supported by DP Energy’s joint partners in the Fair Head Tidal scheme, Bluepower NV (a partnership between marine construction group DEME and utility investor, Nuhma).

Clodagh McGrath, Project Manager Fair Head Tidal, says the company wants to let as many people in the area know what is being proposed off the Antrim coast.

“We initially engaged with the local communities of Ballycastle, Rathlin and the broader north coast in 2014, by sharing information on tidal energy, outlining our development approach and plans for an extensive programme of site surveys.” says Ms McGrath.

“Now we have completed our survey programme and developed more details on our plans, we are delighted to return so that local people can provide their views, reactions and comments before we submit our planning application.” she added.

DP Energy receives Development Approval for the Port Augusta Renewable Energy Park

DP Energy’s Port Augusta Renewable Energy Park has received Development Approval from the South Australian Government.

Once fully commissioned, the Port Augusta Renewable Energy Park will generate approximately 1,000 gigawatt hours (GWh) of clean renewable energy directly into the national electricity grid per year, enough to power about 200,000 homes and save 470,000 tonnes of carbon dioxide emissions each year. Located near the former Northern Power Station, the project will create much-needed employment in the energy sector for the Port Augusta region.

The development application was approved following significant consultation with the relevant government agencies, consideration of public submissions and detailed advice from the Development Assessment Commission, an independent statutory authority.

South Australia is recognised nationally as a leader in renewable energy, with about 35 per cent of Australia’s installed wind-generated power. Approval enables delivery of one of the largest and most significant hybrid renewable energy projects in the Southern Hemisphere comprising the installation of some 59 wind turbines and almost 400 hectares of solar photovoltaic (PV) arrays for a combined generation capacity of up to 375 MW. This one project will make a material contribution to South Australia achieving its low carbon investment target of $10 billion by 2025.

DP ENERGY CEO APPOINTED CO-PRESIDENT OF OCEAN ENERGY EUROPE

Ocean Energy Europe has elected Simon De Pietro (DP Energy CEO) alongside Thierry Kalanquin (DCNS Senior Vice President Energies & Marine infrastructure) as its new co-Presidents. The pair will combine the respective expertise of a prominent renewable energy developer and an industrial scale technology manufacturer to help steer Europe’s ocean renewable energy industry sector to commercial readiness.

Europe’s ocean energy industry is entering a new phase of development in 2016 with several pre-commercial farms hitting the water around Europe. These deployments set the scene for the emergence of a sizable new market: Europe’s industry plans to deploy 100GW of production capacity between now and 2050.  A coherent partnership between industry and governments is central to driving progress.

Ocean Energy Europe’s objective is to create a strong environment for the development of ocean energy, improve access to funding and enhance business opportunities for its members. To achieve this, they engage with the European Commission, Council, Parliament, European Investment Bank, and national ministries on all dossiers affecting the sector, such energy, climate, finance, grid and consenting.
